Build a metal cage/brackets around the fire safe. You can put some holes


in it to allow you to bolt or chain it to the floor without drilling into the safe. Think of a steel plate or bar you place on top of the safe that protrudes beyond the safe. Drill holes in the corners so you can bolt to the floor. You could even do the same thing out of 2x4s - it wouldn't be quite as strong as steel, but it would sure slow down the local teenage kid breaking in.
